Upstream Investments Portfolio Review Committee

This group of 8 – 15 program planning and evaluation experts reviews applications to the Portfolio and ensures that local practices align with nationally recognized best practices.

Membership Composition

A minimum of 7 and a maximum of 15 members: One (1) from County Administrator's office; up to four (4) members from Health and Human Services Departments (Health Services, or Human Services); up to four (4) members from Sonoma County Criminal Justice Departments (Probation, Sheriff's Office, District Attorney, Public Defender); up to two (2) members representing early childhood development selected from First 5 Sonoma County, Child Care Planning Council and/or Community Child Care Council of Sonoma County; up to two (2) members representing K-12 education selected from the following organizations who do not intend to submit a program to the Portfolio; Sonoma County Office of Education or any school district in Sonoma County; up to three (3) members from non-County local funding organizations such as, Community Foundation Sonoma County, United Way of the Wine Country, or any other local funder; up to two (2) members from local Bay Area universities, colleges, or community colleges with specific expertise in research and evaluation methodology; up to two (2) members from the community at large; and up to two (2) members from local service agencies.
